关于启动澜湄工坊建设项目的公告

尊敬的海内外院校、企业及相关机构：

为服务澜湄流域国家经济社会发展，打造职业教育国际品牌，云南将正式启动澜湄工坊建设项目。本项目依托澜湄职业教育联盟平台，构建“教随产出、校企同行”的职教出海新模式，致力于培养高素质技术技能人才，促进区域人文交流与产业合作，为澜湄国家经济建设和民心相通提供人才支撑。

一、 项目意义

高质量融入共建“一带一路”，推动职业教育国际化，助力中国企业“走出去”，服务全球经济发展。以职业教育为纽带，传播中国职业教育理念和文化，增进澜湄流域文化交流与互信。通过校企合作、产教融合，培养适应当地经济发展需求的高素质技术技能人才，助力澜湄流域国家产业升级。以澜湄工坊为载体，推动中国职业教育优质资源开放共享，打造具有国际影响力的职业教育品牌。

二、项目内容

（一）推进“教随产出”，构建国际化技能人才培养体系。与当地院校合作开展学历教育及非学历培训，培养本土技术技能人才，为中资企业提供所需“中文+职业技能”培训；推进“职普融通”教育模式国际化，推动澜湄工坊项目多维度发展。

（二）坚持标准导向，推动高质量“职教出海”。聚焦澜湄六国产业发展需求，开展相关领域的合作办学。开发多语种教学资源，构建纳入当地教育体系的职业标准，提升技能证书认可度。与合作国家共建技术创新平台，建设符合国际标准的软硬件装备及教学设备。

（三） 加强人文交流，促进民心相通。开展形式多样的文化交流活动，重点打造已有的“澜湄非遗工坊”“澜湄流域国家文化艺术节”“澜湄周”等系列文化交流品牌项目。开展师资交流、青年国际创新创业大赛、国际职业技能大赛等活动，为澜湄国家青年提供创新创业平台。

（四）搭建交流合作平台，提升职教国际合作水平。依托澜湄职业教育联盟等平台资源，建立健全职业教育合作和共享交流机制，定期组织论坛、研讨、教育展等活动。完善产教融合国际合作对话机制，推介云南乃至中国职业教育成果。建设“数字澜湄”平台，共建共享数字资源库，提升产教合作能力。

（五） 完善体制机制，确保澜湄工坊高效运营。坚持高质量、标准化发展，不断完善澜湄工坊建设标准。在区域布局方面，形成“一国一坊”示范中心，发挥“一坊带多坊，一坊一特色”的辐射带动效应，避免重复建设和无序竞争。持续开展澜湄工坊项目研究，积极促进澜湄工坊项目成功经验的推广与转化，形成具有普遍适用性的可复制、可推广模式。

三、参与方式与流程

参与主体：澜湄流域国家职业院校、湄公河流域国家中外企业及支持职教国际合作的机构组织。

参与流程：拟于2025年6月-8月组织项目申报，由申报单位填写并提交《澜湄工坊申报书》及相关材料，9月由澜湄职业教育联盟秘书处审核并组织专家评审，10月公布立项项目。

Announcement on the Launch of Lancang-Mekong Workshop Project

To domestic and foreign universities, enterprises and institutions concerned,

To serve the economic and social development of Lancang-Mekong countries and build internationally recognized vocational education brands, Yunnan Province will officially launch the Lancang-Mekong Workshop Project. Leveraging the platform of the Lancang-Mekong Vocational Education Alliance, this project establishes an innovative model of "industry-driven education

and enterprises-schools advancing hand-in-hand" for global vocational education. It is dedicated to cultivating high-quality technical and skilled professionals, promoting regional cultural exchange and industrial cooperation, and providing human resources support for economic development and people-to-people bonds among Lancang-Mekong countries.

I. Significance of the Project

Facilitates high-quality integration into the Belt and Road Initiative, advances the internationalization of vocational education, supports Chinese enterprises in "going global," and serves global economic development.

Uses vocational education as a bridge to disseminate Chinese vocational education philosophies and culture, enhancing cultural exchange and mutual trust within the Lancang-Mekong region.

Cultivates high-quality technical and skilled professionals suited to local economic development needs through industry-academia collaboration and integration, supporting industrial upgrading in Lancang-Mekong countries.

Leverages the Lancang-Mekong Workshop as a vehicle to promote the open sharing of China's high-quality vocational education resources, building a globally influential vocational education brand.

II. Project Content

(1) Implementing "Education Following Industrial Output" to build an international skilled talent training system. Collaborate with local institutions to offer academic degree programs and non-degree training, cultivating local technical and skilled talent. Provide "Chinese Language plus Vocational Skills" training tailored to the needs of Chinese-invested enterprises. Promote the internationalization of the "integration of vocational and general education" model, driving the multi-dimensional development of the Lancang-Mekong Workshop project.

(2) Adhering to standards to promote high-quality "Global Vocational Education.". Focus on the industrial development needs of the Lancang-Mekong countries to conduct cooperative education in relevant fields. Develop multilingual teaching resources, establish vocational standards integrated into local education systems, and enhance the recognition of skill certifications. Co-build technological innovation platforms with partner countries, providing software, hardware, and teaching equipment that meet international standards.

(3) Strengthening cultural exchanges to foster people-to-people bonds. Conduct diverse cultural exchange activities, with a focus on enhancing flagship programs such as the "Lancang-Mekong Intangible Cultural Heritage Workshop," "Lancang-Mekong Countries Culture and Arts Festival," and "Lancang-Mekong Cooperation Week." Organize activities like faculty exchanges, the Youth International Innovation and Entrepreneurship Competition, and the International Vocational Skills Competition, providing platforms for innovation and entrepreneurship for the youth of Lancang-Mekong countries.

(4) Establishing exchange and cooperation platforms to elevate the level of international vocational education collaboration. Utilize resources from platforms like the Lancang-Mekong Vocational Education Alliance to establish robust vocational education cooperation and exchange mechanisms, including regular forums, seminars, and education exhibitions. Improve the international dialogue mechanism for industry-education integration to showcase the achievements of vocational education in Yunnan and China. Develop the "Digital Lancang-Mekong" platform to co-build and share a digital resource repository, enhancing industry-education partnership capabilities.

(5) Refining institutional mechanisms to ensure the efficient operation of Lancang-Mekong Workshops. Adhere to principles of high quality and standardization, continuously improving the construction standards for the Workshops. In regional deployment, establish a "One Workshop per Country" demonstration center, leveraging the radiating effect of "one Workshop supporting others, each with its unique strengths" to avoid redundant construction and unregulated competition. Conduct ongoing research on the Lancang-Mekong Workshop project, actively promote the dissemination and replication of successful experiences, and form replicable and scalable models with broad applicability.

III. Participation into the Project

Participants: Vocational colleges from Lancang-Mekong countries, Chinese and foreign enterprises in the Mekong River Basin countries, and organizations supporting international vocational education cooperation.

Procedures: Project applications will be organized from June to August 2025. Applicants shall complete and submit the Lancang-Mekong Workshop Application Form along with supporting documents. The Secretariat of the Lancang-Mekong Vocational Education Alliance will review applications and organize expert evaluations in September 2025. Approved projects will be announced in October 2025.
